Drew I suspect if the same explosives had detonated a few feet under the water the impact would have been far worse. These people are morons but they do learn from their mistakes. I think the Bofors suggestion is the most sensible option. Declare a safe zone around ships in international waters. Anyone approaching within say a mile is fair game.
