Same as you and me, OCM. The Department Of Defense contracts out purchases for gas, deisel and jet fuel to the same companies that sell to the public companies. Of course, they get a big discount for buying in bulk.
On a related note, one of the reasons we’re paying more for gas is several refineries have shut down or been damaged by hurricanes in the last year. Back in April, President Bush proposed to contract out building new refineries on military bases that will be closing under BRAC. Unfortunately, no one was listening.

Macker: probably never because so far no one has taken Dubya up on the offer. Now that’s a damn shame.
Seems to me that they just started building one in AZ. I believe it’s the first new one since the 70’s. The functional refineries are working at something like 98% of capacity and are producing something like 41 different blends because of all the different specifications mandated in different regions. The refineries have to shut down the production lines to change blend specifications. This does not help production efficiency.
