   So, do you need a permit to plant roses in the garden? Or can you only get approval for roses of the proper kind and color? If you want to put up new wallpaper in your house do you need to submit a plan to the council and pay for a permit? How about if you want to wipe your ass with 4 sheets instead of the government mandated 3?

   Total balderdash. It’s her land, and it’s likely a private memorial garden. So the council can go fap themselves blue.

   Y’all need a bloody revolution. Start with the councils, and then when you’re good at chopping heads, move onto London.

3. Sure you need a permit for trees. And bushes and any other damn thing a city can hire a bureaucrat to administer to.
   Its been that way in Portland OR. for decades.
