  1. Well, right now you do have half a million people there with no work. Trade them food and shelter for a days worth of shovel time. Though I don’t think its the best idea, I’m certain N.O. will be rebuilt. So do it right for once. Start with an 85’ tall dike all around the city, then fill it in with dredged and dried river bottom muck. Yup, its a project bigger than building the pyramids, but so what? Compared to old pharoah, right now they have 50 times the workforce there with nothing else to do. It’s going to take billions just to keep these people alive, and its going to take many many billions to rebuild. So stop all foreign aid, payments to the UN, etc., right this second. We need every buck we can find.
