Actually I can see the sense in this.
Yes, a tracked snowmobile will do better on snowpack, and will be more forgiving of sudden changes in elevation (rocks, etc). But think about a permafrost/taiga environment for a minute. It’s not just snowpack. In winter it’s a combination of snowpack and ice slicks. How well do tracked snowmobiles do on ice? Tanks in WWII did badly, I know that much. Also, during the summer months permafrost is mush where it’s thawed. The screw drive vehicle would skim over the swampy areas where a tracked vehicle would sink in it.
The screw drive vehicle would tear up the roads a lot more when you have to drive it on a bare surface… but if we’re talking about Siberia, is damaging the one or two roads within 500 miles of you really a major worry?
