  1. When did this ‘provisional voting’ start?

    My wife and I were Republican poll workers here in Ohio in ‘94 & ‘96. There was no such thing as ‘provisional voting.’ If you weren’t on our rolls, or were challenged for any other reason, you could still cast your vote at the main Board of Elections office downtown. The precincts didn’t handle it. Too much chance of fraud.
