I’ve got to disagree with you on that one Rich.  In pretty much every case you list, it’s not incompetence you’re seeing, it’s shear greed hidden behind the race card.  Considering just how corrupt they were/are and how much they stole for themselves before they were caught, you’ve got to admit they’ve been pretty sharp operators.  Remember that you’re dealing with a degenerate culture that believes being a thug is man’s highest calling.

Right, and with an army of minions running and/or staffing up a huge part of the rest of the entire government, all of them ready to look the other way for now so that they can get their own secret slice later. I don’t even think they see it as theft, just their deserved better access to the good gibbs finally.
