You couldn’t get a grant to help build a sewerage plant for a community with contaminated wells without showing it would have a positive impact on the local homeless population, even if you you were a small community without a homeless problem.
A lot of funding for services that were desperatly needed went unused for this reason, got shifted to communities that did (hence making thema target for the homeless migration) and in the end the homeless problem pretty much stayed to same…
