4. I am so cynical and skeptical now - wonder exactly who (and member of what currently popular victim group) has the dog. It’s that or either the left hand doesn’t know what the right hand is doing (i.e. they market the chip to return Fido when a vet or animal shelter gets ‘em but, but never thought of the issue when John Q. Public gets ‘em) - the solution is simple - put a ‘wanted’ flyer in every vets office & animal shelter and every Jack Russel must be scanned - when they find Rocky, hold him and tell the ‘owner’ he is in possession of a missing and exploited doggie. That should do the trick - man who spent years and money on Rocky gets him back, person who ‘adopted’ a missing dog loses his ‘find’ and the yellow weak-kneed spineless cowards who won’t give out Rocky’s current living address - get to stay the yellow weak-kneed cowards that they are - and Rocky gets to go home. His real home.
