man drowns in 3ft of water,confusion if alive or already dead so evry1 just stands & looks

 

1. Reminiscent of the Air Florida Flt 90 on Jan 13, 1982 - where all the ‘first responders’ stood around because they didn’t have the proper equipment - while people on the scene did their best to jump into icy water with makeshift equipment to attempt rescue.

   That is basically what is inherently wrong with governments doing any type of ‘service’ - they are more driven by their income, ability to hold the job whether they do it or not and willing to sacrifice life to ‘abide’ by the rules - without regard, ever, to simple common sense or human decency.
