Both ought to be at least sacked. If ordinary folk can be locked up for obtaining property or services by false pretense, these two ought to at least be divested of their ill-gotten gains.
The last I heard, our laws were operative in the ivory towers as well as the streets. Maybe not enforced, but operative....
