The British Commandos had a way to get to sleep. Lay quietly, breathe through your nose deeply and imagine putting your body to sleep from the bottom up. That is, imagine your toes going to sleep. Then your feet. Then your legs. Work your way up until your head. Also, make sure that your mouth and jaw and tongue are relaxed. Count each breath till 20. If you move, or swallow, or lose count ... start over at one. Make a point of breathing very deeply. You will be asleep in minutes.
Steel Turman is right. I’ve also read that when you’re tossing and turning, the best thing to do is to get out of bed and do something else. Either eat something, work on the computer, watch tv or whatever. The reason is that your bed should (subconsciously) only be associated with sleep or sex, not with tossing and turning. This is also why it’s not a good idea to watch tv from your bed.
