So I guess this is where England is:  You have to sneak around, using similar methods to a burglar to avoid running afoul of the little-Hitler squad:  Avoid being seen, carry out your actions quickly and quietly, never admit to anything, leave no evidence at the scene or on your person that would tie the two together.

   Damn but this is a pathetic state of affairs.

4. So some liberal who actually hates do-gooders who use their own time, money and hard work - complained and now this guy faces fines/jail.

5. I dunno ... his bench looks kind of wobbly. And apt to give you bum splinters, or at least sap stains.

   Better arrest him and his wife and give them both public strip searches, just to be safe.
   And shoot the dog too.
