   “Thou livest in an area of unbelievers that I wouldst flood.”

   I’m sure your neighbors have all been good little environmentalists, and therefore have opposed all attempts at stuff like flood control.

2. Probably, other than what is mandated by the state. You can’t build even one new house without creating a drainage pit. So there are these fenced off man-made sinkholes all over the place now, where new housing has gone in. Right now they are all small ponds.
