From the description, looks like they want someone who can help them standardize the communications equipment (and protocols) across all of the police agencies.

The job description looks like it’s been through the H.R. filter, which mangles everything, including people.
It shouldn’t be hard. Set up a series of common protocols - terminology etc - and a set of common forms. Back in the day when cops used the “10 codes” perhaps each department or branch had it’s own set. Put out one new set, with an Old Code = New Code list for each group.
Sounds like about 2 weeks work at most. So it’s probably a 5 year position.

May be a little more than that involved, Drew. Sounds like different freqs, protocols, responsibilities, etc. involved. Been in the LE business for 35 years and it can be a rollicking bitch to hammer this stuff out on a multi-agency, multi-jurisdictional basis that could involve various levels (local, county, state & national) of command and control that have to be passed up and down various chains of command throughout all those levels of government.
