1. If the basement is really damp, the dehumidifier will be prone to icing over.  We had that problem a few years ago.  It really sucks.  You set up the dehumidifier, leave for a few hours, come back and the thing is a block of ice.  Once the humidity levels get down enough then the unit didn’t ice over.  Hopefully they fixed this problem with the newer units.
