  2. President Bush wants to turn the Senate into a second House of Representatives, rubber-stamping his agenda, and that is simply not what our Founding Fathers envisioned when they created two distinctly different congressional chambers.

    She’s actually correct on this point. But it has already occurred.

    The 17th Amendment did indeed create a second House of Representatives. Prior to the 17th Amendment, senators were appointed by the state legislatures and represented the State’s interest. Since they did have to stand for election, they were immune to ‘special interests’.

    Now, with both the House AND the Senate elected by the people, there is no one to represent State interests against the Federal government. Do you honestly think that a Senator would vote for, say, unfunded mandates if he was actually appointed by his state government? I think not.
