Congress has, as one of it’s enumerated powers, under The Constitution of The United States, to issue “letters of marque”. They should do so.
The Captain of every US flagged vessel should have the keys to an arms locker full of M2 .50 cals.

Isn’t piracy recognized as a capital offense by just about everybody? Arm the crews and hang the survivors.
