  2. They need to pass on to him the cost of the rescues.  When he has to start footing the bill, he will think twice about doing stuff like that.

  3. As a former paratrooper, I can assure you that after sitting in a bouncing C-130 for an hour, with 63 other paratroopers and full gear, sweating and your bladder about to burst, you would be begging to hook up and jump out! Green light or not.
