The only way this gets beaten is if at least 90% of the bowling alleys get together, find a really good lawyer, and find a loophole in the NJ laws/regs governing this activity. Find a way to “meet the requirements for holding raffles” and push back against the state, hard.
Unfortunately, it may be a Don Quixote-like fight. NJ is long past the tipping-point.
They won’t beat it. I don’t think they’ll even try. But this is a BS situation. All of these “gambling” games are done at the league level, between the members on that league. Outsiders are not allowed to play. So it’s essentially the same as having Poker Night in your den with your buddies. Technically illegal, but so rinky-dink it’s not worth noticing.
Personally, I think gambling is another place where the government should butt the F out. None of their damn business. ( I keep wanting to add “small scale” or “low level” as an adjective to “gambling”, because maybe the gov should be involved in keeping the bigger games and casinos honest. But maybe not; let the buyer beware. If you think you’re being cheated, go somewhere else. It’s just another kind of freedom. )
