5. Next time, I bet he allows the camel fucker to get away.  There is a saying that the police (any law enforcement or military applies too) will only do the job society wants them to do and will quit doing their job altogether if that is the message sent to them.  They will only return to doing their job when it they are appreciated for doing it. 

   It is this action that will have a chilling effect on catching and/or stopping the bad guy.  After a while, cops (or as above) will simply do the minimum to collect their paycheck and stay out of trouble.

   Is that what we want from the people that protect us?  I think no.  However, this is the message being heard loud and clear and it will have a detrimental effect if not reveresed.
