  1. I don’t think the State Department has that kind of power. None of their business.

    Granted, they will ACT as if they do, and probably get away with it. But there is no threat to public safety here at all. So what if people have plans for building a gun? You can get the milling instructions for making an M1 receiver online, and you can get the plans for the steel sheet stamping to make an UZI online as well.

    Ha, I remember the UZI one from years ago ... I think, IIRC, that the ATF ruled that having the plans was legit, having the cut and drilled sheet steel was legit, but putting in the 3 or 4 folds turned the sheet steel into the receiver of a machine gun, so it was not legit.

    OTOH, the ATF has labeled pieces of string as automatic weapons in the past.

    If it is anyone in government’s call to make, it would be ATF. Not State. But ATF probably wouldn’t, as it is NO CRIME to build your own firearm. Build it and sell it, well now, that’s a whole other kettle of fish chowder. Build it to completion when you aren’t allowed to have guns ... another bit of cod for that stew. But still the ATF’s call.
